Youth Council 21-22 Oath of Office

Voting

4-0 approving updated policy for Public Infrastructure Districts within Herriman City. In addition to the auto mall area, where PIDs are currently allowable, this allows PIDs within the Olympia development area that do not allow a mill levy (property tax) to repay a PID bond

3-0 approving the removal of a minimum area requirement for a master plan within the Technology-Manufacturing Zone

3-0 closing public hearings and 3-0 approving resolutions authorizing the transfer ownership of two properties east of northern Main Street from UDOT to Herriman City

3-0 approving amendment of City volunteer board structure. This establishes an Off Highway Vehicle committee under the City. Moving Be Ready Herriman committee under the purview of the Emergency Management Department of the City, and makes other adjustments

3-0 approving zone change for Symphony Homes property from A-1 agricultural to A-.25 (13499 S 7300 W)

4-0 approving a general plan and zoning change for property along Main Street and 6400 W from residential to commercial

3-1 continuing an amendment to multifamily housing design standards. The City Council wants to further discuss flexibility/exceptions for high-quality materials other than brick or stone (40% minimum requirement) for the sake of variety. There was initially a motion to approve the item, which resulted in a 2-2 vote

4-0 approving parameters to work to secure a bond of no more than $11.5 million. Bond funds will go toward roadway needs and will be repaid entirely by state-allocated funds

4-0 continuing discussions about a City master development agreement policy that sets procedures for the City Council to negotiate MDAs with potential developers within Herriman

4-0 continuing the creation of a Large Master Planned Community zoning tool until the MDA policy is adopted (the LMPC tool will reference the MDA policy when it is adopted) 


General Meeting

Councilmember Shields commended the community for an emotional and supportive welcome home showing for Tokyo 2020 Team USA medalist Rhyan White, who medaled in swimming.

Youth Council Oath of Office

The 2021-2022 Herriman Youth City Council collectively took their oath of office. There are 14 returning members from last year for a total of 23 members. Their service begins this week by assisting the MotoX event.

City Council Board and Committee Reports

Councilmember Shields, reporting from the Association of Municipal Councils, recapped a recent presentation regarding housing affordability. Individually, cities can have little effect on housing costs, but it was presented that the best way to combat unaffordable housing is to continue providing all types and sizes of housing, and that a focus on multifamily housing types exclusively will cause prices to continue rising. 

Councilmember Shields, reporting from the Mosquito Abatement District, noted there are 179 mosquito pools in Utah that have tested positive for the West Nile Virus. 36 are located in Salt Lake County, and most of the rest are in Davis County. There is one confirmed case of WNV in a Salt Lake County resident.

UDOT parcels

Public hearing was held without comment regarding two pieces of property being transferred from the Utah Department of Transportation to Herriman City. These properties are contained within the auto mall area east of northern Main Street.

Equestrian Trail Easement

The City Council agreed to start a public process to vacate the City's interest of an easement that reserved ground for an equestrian trail. Several residents commented that the area is unused and would be better maintained by the landowners rather than the City. City staff will work to start the public process and the item will return to the City Council at a future date for final decision.

Main Street/6400 W Rezone

The City Council voted to amend the general plan and rezone for about 1.7 acres at Main Street/6400 West. The property owner requested the change, which includes retaining a residential unit immediately within the commercial area. The Council verified that the property owner is aware of and accepts the situation.


Work Meeting

General Plan Update

The City Council was presented with the most updated draft general plan. The Council will continue to analyze the plan and consider it for adoption at a future meeting, but that will not be on the August 25th meeting. The Council discussed having a single-topic special work meeting to adequately digest and analyze the general plan.
